Hospital Construction in Toronto and across Ontario
Hospitals are the most heavily regulated building type, and work almost always happens while the facility stays open. Infection control, life safety and continuity of care come before everything else.
Harborline Sterling Construction Inc. is a principal-led general contractor based in Toronto. We bring one point of responsibility to every hospitals project, from early budgeting and approvals through construction and closeout, and we are candid about which scopes fit our team.
One of our co-founders, Mansoor Alam Khan or Maqsood Mohammed, oversees every project, so you get fast decisions and a team that is accountable for the result.
Key considerations for hospitals projects
The requirements that shape cost, schedule and design, and how we plan for them from day one.
Health care facility standards
Hospital work in Canada is guided by CSA Z8000 for health care facilities, alongside the Ontario Building Code and the hospital's own standards and approvals.
Infection control during construction
CSA Z317.13 sets out infection prevention and control measures during construction and renovation in health care facilities. Risk assessments determine barriers, negative pressure, cleaning and traffic routes.
Medical gases and critical systems
Medical gas systems are installed and verified to CSA Z7396.1 by qualified contractors, and power, HVAC and fire system shutdowns are planned with hospital staff.
Phased work in operating facilities
Phasing plans, interim life-safety measures and approved shutdown windows keep patients and staff safe and the hospital running.
Our process, adapted for hospitals
The same five-stage backbone that runs every project, applied to the specific requirements of this sector.
Consultation
We learn what the project has to achieve, visit the site and give you a straight read on scope, budget range and timeline before anyone signs anything.
Design and preconstruction
We coordinate designers and engineers, price the work against real trade quotes, order long-lead items early, and resolve conflicts on paper, where changes cost nothing, instead of on site, where they cost plenty.
Permits and approvals
Every Ontario municipality runs its own building department and review process. We file with the right authority, answer plan-review comments and coordinate Ontario Building Code requirements, so approvals never become the surprise that eats your schedule.
Construction
Sequenced trades, a site-specific safety plan, quality checks before work is covered up, inspections booked to keep the job moving, and regular updates so you always know where things stand.
Closeout
Final inspections, a deficiency walk-through, as-built drawings, manuals and warranty documents. Then we hand you the keys to a finished space.

Read articleFrequently asked questions
Can construction happen while a hospital stays open?
Yes, and it usually must. Work is phased with infection control barriers, interim life-safety measures and shutdowns approved by the hospital.
What is an infection control risk assessment?
It is a structured review, done with the hospital's infection prevention team, that sets the level of containment and precautions needed for each area of work.
Do you handle permits and approvals?
Yes. We prepare and manage permit applications with the municipality that governs your site, respond to plan-review comments, and coordinate Ontario Building Code requirements, inspections and any conservation authority approvals so the schedule holds.
What areas do you serve?
We are based in Toronto and work across Ontario. Our core service area runs from Hamilton and Halton through Peel, Toronto, York and Durham, and north to Innisfil and Barrie. For the right projects, we work anywhere in the province.
