Commercial Construction
New buildings, renovations, tenant build-outs and design-build for business owners, landlords and developers, delivered by one accountable team from permits to keys.
Commercial construction across Ontario
Commercial projects run on dates: a lease commencement, an opening day, a tenant waiting to move in. Harborline Sterling Construction Inc. builds, renovates and fits out commercial space for business owners, franchise operators, landlords, property managers and developers, with one point of responsibility from early budgeting and approvals through construction and closeout.
Choose the delivery model that fits your project: a single contract for the whole build, design-build, construction management or an advocate managing others on your behalf. For property managers, our small works service handles repairs and turnovers with the same accountability.
Every project is overseen by one of our founding principals, Mansoor Alam Khan or Maqsood Mohammed, so decisions get made quickly and you always know who is accountable.

A quick guide to how the options differ.
| Service | You want | We do | Good fit when |
|---|---|---|---|
| Commercial New Construction | A new building, delivered | Build it from site works to occupancy under one contract | You have land and a design, or need a design coordinated |
| Commercial Design-Build | Design and construction in one | Lead the design team and build under one contract | You want speed, price certainty and one point of responsibility |
| Commercial Remodeling and Additions | An existing building improved | Renovate or expand, often while you operate | You own or operate the building and need more from it |
| Tenant and Office Build-Outs | Leased space ready to trade | Finish the interior to your lease and your operations | You have a lease and an opening date |
| Commercial Construction Management | Control, with expert site leadership | Run the build on site while you keep visibility of trade costs | You want transparency and earlier contractor input |
| Commercial Project Management | An advocate overseeing others | Manage scope, budget, bids and consultants for you | You are funding the project but not running it |

From first call to final handover
Every project follows the same five stages, because predictability is the product.
Consultation
We learn what the project has to achieve, visit the site and give you a straight read on scope, budget range and timeline before anyone signs anything.
Design and preconstruction
We coordinate designers and engineers, price the work against real trade quotes, order long-lead items early, and resolve conflicts on paper, where changes cost nothing, instead of on site, where they cost plenty.
Permits and approvals
Every Ontario municipality runs its own building department and review process. We file with the right authority, answer plan-review comments and coordinate Ontario Building Code requirements, so approvals never become the surprise that eats your schedule.
Construction
Sequenced trades, a site-specific safety plan, quality checks before work is covered up, inspections booked to keep the job moving, and regular updates so you always know where things stand.
Closeout
Final inspections, a deficiency walk-through, as-built drawings, manuals and warranty documents. Then we hand you the keys to a finished space.
Why businesses choose Harborline Sterling
Commercial construction has enough variables without a contractor who goes quiet. Here is how we take them off your plate.
One accountable team
One contract, one point of contact, one builder responsible for the schedule, the budget and every inspection in between.
Principal-led
One of our founding principals oversees every project, so you get senior judgment, quick decisions and a direct line to the people accountable for the result.
Responsive
Calls returned promptly, questions answered the same day where possible, and problems raised early, while they are still cheap to fix.
Real numbers
Budgets built from real trade pricing, written change orders and plain-language cost reports. No surprises at the end of the month.
Ontario compliance built in
The Building Code, municipal approvals, the Occupational Health and Safety Act, WSIB and the Construction Act are part of how we plan from day one.
A clean finish
Inspections, deficiency lists, training, as-built drawings and warranties, so you take possession with confidence.

Which commercial service is right for my project?
If you want one company to deliver the building, choose new construction, remodeling or a build-out. For design and construction under one contract, choose design-build. For closer control of trade costs with an expert running the site, choose construction management. If you want an advocate overseeing others, choose project management.
Can you work to a landlord's requirements?
Yes. We review the landlord's work letter, building standards and construction rules up front, so the work meets what your lease requires.
Can you build while my business stays open?
Yes. We phase work, control dust and noise, schedule disruptive tasks after hours where needed, and keep your staff and neighbouring tenants informed.
Do you handle small repairs for property managers?
Yes. Our facility maintenance and small works service covers repairs, unit turnovers, accessibility upgrades and site repairs, with documented completion.
Do you handle permits and approvals?
Yes. We prepare and manage permit applications with the municipality that governs your site, respond to plan-review comments, and coordinate Ontario Building Code requirements, inspections and any conservation authority approvals so the schedule holds.
What areas do you serve?
We are based in Toronto and work across Ontario. Our core service area runs from Hamilton and Halton through Peel, Toronto, York and Durham, and north to Innisfil and Barrie. For the right projects, we work anywhere in the province.
